McCarrick consecrated Farrell to the episcopacy in 2001 and Farrell served as an auxiliary bishop under McCarrick in the Archdiocese of Washington through 2006 before Farrell was transferred to Dallas. On February 14, 2019, Pope Francis named Farrell Camerlengo of the Holy Roman Church. In June 2019, Farrell admitted to receiving $29,000 from disgraced Bishop Michael J. Bransfield to refurbish his Rome apartment.
