U.S. Marshall John Kruger erases the identities of people enrolled in the Witness Protection Program. His current assignment is to protect Lee Cullen, who's uncovered evidence that the weapons manufacturer she works for has been selling to terrorist groups. When Kruger discovers that there's a corrupt agent within the program, he must guard his own life while trying to protect Lee's.
At the beginning of the 20th century, China is in a state of crisis. The country is split into warring factions, the citizens are starving, and recent political reforms have made matters worse, not better. The ruling Qing Dynasty, led by a seven-year-old emperor, and his ruthless mother, Empress Dowager Longyu is completely out of touch after 250 years of unquestioned power. Huang Xing has recently returned from Japan, where he has studied the art of modern warfare. When he finds his country falling apart, he feels he has no choice but to pick up the sword.
Hong Kong cop Chan Ka-Kui returns, working with Interpol to track down and arrest an illegal weapons dealer. Chan later realizes that things are not as simple as they appear and soon finds himself to be a pawn of an organization posing as Russian intelligence.
A tough cop's (Sylvester Stallone) seemingly frail mother (Estelle Getty) comes to stay with him and progressively interferes in his life. She buys him an illegal MAC-10 machine pistol and starts poking around in his police cases. Eventually, the film draws to a denouement involving the title of the film and the revelation that even though she seems frail and weak she is capable of strong actions in some circumstances, i.e. when her son is threatened by thugs and she shoots herself in the shoulder.
George Kuffs didn't finish high-school, just lost his job, and his college-age girlfriend is pregnant. To top it off, George's brother Brad is killed and George inherits Brad's "patrol special" privatized police district and all the problems that come with it.
